EU Charcoal Import Requirements: EUDR Checklist for Buyers

Vietnam charcoal export container prepared for EU buyers by KAOLA

Importing charcoal into the European Union requires more than choosing a supplier and booking a container. Buyers must confirm product classification, importer responsibilities, transport requirements, packaging information and, where applicable, the EU Deforestation Regulation (EUDR). This guide gives B2B buyers a practical verification framework for Vietnamese wood charcoal without presenting legal advice or promising that one document set fits every shipment.

Is wood charcoal covered by the EUDR?

Yes. Annex I of Regulation (EU) 2023/1115 includes wood charcoal under CN heading 4402, including shell or nut charcoal and agglomerated charcoal. Relevant products placed on the EU market must meet the applicable due-diligence requirements.

Current EU implementation information states that the main obligations apply from 30 December 2026 for large and medium operators and from 30 June 2027 for most micro and small operators. Buyers should verify the current rule, company classification and transitional provisions before shipment.

What the EU importer should confirm

  • Product classification: confirm the CN or HS code with the customs broker.
  • Species and origin: identify the wood or raw material and production area.
  • Traceability: agree what plot, supplier, production and batch information is required.
  • Legal production: determine which Vietnamese source documents are relevant.
  • Risk assessment: assess and, where necessary, mitigate risk before placing goods on the EU market.
  • Customs and transport: confirm declarations, packing, labeling and carrier requirements.

EUDR information is not a single certificate

EUDR compliance should not be reduced to asking the exporter for an “EUDR certificate.” Depending on the transaction and operator role, the file may require product description, quantity, country of production, supplier and buyer details, plot geolocation, evidence of legal production, risk assessment and risk-mitigation records.

KAOLA does not currently claim universal EUDR compliance for every charcoal product or source. For an EU-bound inquiry, the buyer should state the required species, traceability scope, geolocation format and due-diligence information before a quotation is accepted. Availability must then be checked against the proposed raw material, supplier and production lot.

Separate EUDR, customs, testing and transport

  • EUDR due diligence addresses deforestation, legal production and supply-chain traceability.
  • Customs documents support the declared product, origin, value and shipment.
  • Laboratory reports describe only the tested sample or inspected lot.
  • MSDS or safety information supports handling but does not prove EUDR compliance.
  • Phytosanitary or biosecurity documents depend on product, destination and authority requirements.
  • Transport classification must be confirmed for the actual product, packing and route.

Pre-order checklist for EU charcoal buyers

  1. Send the intended product, application, destination country and port.
  2. Confirm classification with the importer’s customs adviser.
  3. Define species, size distribution, packing and performance targets.
  4. Ask which EUDR data the importer’s due-diligence system requires.
  5. Check whether the proposed source can provide traceability and geolocation evidence.
  6. Approve a representative sample and written specification.
  7. Define batch sampling, testing and inspection responsibilities.
  8. Confirm commercial, origin, safety, transport and biosecurity documents.
  9. Record production and loading schedules in the quotation.

How KAOLA handles an EU inquiry

KAOLA first identifies the requested charcoal type and intended use, then confirms whether size, packing, technical targets and traceability information can be supported. Product performance is tied to an approved sample, written specification or applicable batch report. Export documents are confirmed according to product, destination and agreed responsibilities.

Frequently asked questions

Does KAOLA guarantee every product is EUDR compliant?

No. Traceability and due-diligence requirements must be reviewed for the specific raw material, source, order and EU importer.

Is an MSDS enough for EU import?

No. It does not replace customs classification, importer due diligence, EUDR information, laboratory evidence or shipment-specific transport requirements.

Can one laboratory report represent every shipment?

No. A report applies to the sample and scope stated in that report.
